Waleed Abdel-Fattah

Mr Waleed Abdel-Fattah is the Senior Vice President and Managing Director of Hill International’s Africa Region. He has more than 28 years of experience in the construction and management of complex capital projects.

Mr. Abdel-Fattah’s project experience includes airports, hotels and resorts, office buildings, residential developments, retail facilities, civil, and infrastructure projects.

He has managed projects that facilitate business investment and job creation and maintains strong relationships with business clients and the commercial development community.

Balsam Nehme

As Head of Buildings Sustainability at Dar Al-Handasah Consultants, Balsam plays an influential role in the development of high-performance design. She facilitates sustainable design charrettes, has a comprehensive background in building physics, sustainable design, and integrated design processes. With over 16 years’ experience in the sustainability field, she has led and coordinated manifold iconic projects, mostly in the MENA region. By leading teams of multiple experts in the field, she tailors various design systems to identify and implement adequate strategies for achieving Net Zero Energy, Carbon Neutrality, Net Zero Waste, and optimized Reduction of on-site potable water use towards achieving Net Zero Water.

Her work is also focused around climate change impact, life cycle analysis, materials selections and embodied carbon reduction for sustainable construction. She is also involved in sustainable construction supervision of active projects in the MENA region to secure alignment and acquisition of sustainability targets and anticipated performance.

Balsam is also engaged in developing policies and guidelines for sustainable design, construction and operation to large developers in the region, steering the market towards decarbonization and resource conservation.

She has also managed to complete full studies to achieve compliance with green rating certifications and regulations such as LEED, Parksmart, Estidama, GSAS, Al Sa’fat, Dubai Trakhees for EHS Green Building Guidelines, WELL, Mostadam, among others. She received her LEED AP, CEM, GSAS CGP, Ecodistricts and is an active member in the association of energy engineers and the United States Green Building Council in addition to local green building councils.

Dr.Mohamed Misbah is the Regional Director, responsible of the digital solutions & services business development for the Geospatial Systems Integration (GSI) Division at Khatib & Alami, the international multidisciplinary consulting firm, and the leading Geospatial Systems Integrator.

Dr.Misbah has an extensive experience in challenging and dynamic multinational environments in the Middle East and Africa Region, with a proven track record of accomplishments in opening new lines of business, leading business operations, building customer relationships, managing strategic partnerships, leading business growths , generating high sales revenues, and providing inspirational leadership to local and remote teams for achieving planned objectives.

Dr.Misbah had his Ph.D. in (2005), and M.Sc. in (2002) from the Faculty of Engineering, Cairo University in GIS/IT applications in Infrastructure Management and Planning. He had a B.Sc. in (1997) from the Faculty of Regional & Urban Planning, Cairo University. Khalid Salmi

 Eng. Khalid Salmi is an Energy Management Expert at the Regional Center for Renewable Energy and Energy Efficiency (RCREEE). Graduated as a mechanical engineer and holds an MSc degree in Renewable Energy Engineering, he joined RCREEE in 2014. As Energy Management Expert, Eng. Khalid Salmi is actively responsible for managing RCREEE’s standardization and certification unit, in addition to the green hydrogen portfolio aiming to align the green hydrogen impetus in the Arab region with the global standardized practices and actions.

With over 9 years of professional experience, and under several projects and activities, Eng. Khalid Salmi cooperated with various national governments and international development organizations, including Ministries, development banks, UN programs, European Union, in addition to other alliances and networks involved in the energy industry and green economy affairs worldwide.

Throughout his professional career in different sustainable energy fields, Eng. Layla El Hares

 Layla El Hares was appointed Managing Director of Siemens Energy in Egypt from February of 2022.
She is a respected leader with over 21 years’ experience in the energy sector, and has a strong background in the oil industry and particularly the exploration and production sectors. Layla El Hares leads the company’s operations throughout Egypt and is a prominent figure in the region and internationally.

Mohamed Tarek

Area Managing Director | North Africa

Mohamed Tarek is the Area Managing Director of North Africa for Consolidated Contractors Company (CCC), the world renowned Engineering & Construction conglomerate. Tarek is managing CCC group operations and its subsidiaries across North Africa. His P&L mandate covers Egypt, Algeria, Tunisia, Morocco and Libya. Throughout his mandate, he has been a player in orchestrating CCC’s involvement in a number of sizable projects in the power, renewables, real-estate and petrochemicals sectors in the region which led to substantial increase in the regions revenue.

During his career, Tarek was a member of a restructuring and turnaround team responsible for managing a private equity-owned steel manufacturer, an assignment during which he was able to rebrand the company’s identity and secure a substantial backlog. He had also co-founded a consultancy business that advised on the restructuring of construction companies operations, business transformation, startups and Greenfield projects.

In his early career, he worked extensively on different construction proposals management across the African continent. Tarek is the former head of the Construction and Real-estate Committee of the Egyptian Junior Business Association and was selected as key speaker and trainer in many industry related events. He holds a BSc in Civil Engineering from Cairo University In his capacity as member of the advisory board of global Entrepreneurship network “GEN”. He is regularly involved in mentoring young entrepreneurs as part of the Global Entrepreneurship Week activities in Cairo and other governorates. He also assisted the United Nations Development Program (UNDP) in structuring a tailored vocational training program for blue collar construction workers in Egypt.

Alaa Abu Siam

Dr. Amr Hassanein

Amr Hassanein is a professor in the construction and architectural engineering department at The American University in Cairo. Hassanein joined AUC in 1991, and has developed and taught various courses in the area of construction management. His current focus is on the financial as well as legal and contractual issues of the construction industry.

Hassanein holds a BS in civil engineering from Cairo University and two MS degrees, one in civil engineering from Cairo University (1984), and the other in finance from the University of Illinois (1988). He earned a PhD in construction engineering and management from the University of Illinois in 1989.  Hassanien has also obtained the LLB degree from the University of London in 2016.  With his strong academic background, Hassanein has been able to combine the disciplines of engineering, finance and law at both the professional and educational background levels. He involves law, finance and finance applications in his courses as well as in his research work.

Hassanein is frequently invited as a referee to review papers in the field of construction management in international journals such as: Journal of Construction Procurement, Construction Management and Economics and International Journal of Managing Projects in Business.


Atter Hannoura

Engineer Atter Hannoura has +34 years of professional experience in different capacities and business sectors. He is a holder of a Law Degree, Cairo University/2016, Diploma in Large Procurements ITO/Italy/2004 and a B. Sc. Engineering/(ICT) Alexandria University in 1981.

Eng. Hannoura is a PPP Expert, with solid procurement, and contract management experience. Professional business experience is mainly gained due to working at multinational organizations since 1997, ten years at the USAID, and the World Bank as a Management Information System (MIS) and Procurement Expert, Experience then extended to cover the full Project Management, Financing and Contract Management in the MENA egion.

In 2007, Eng. Atter Hannoura has joined the Ministry of Finance/Egypt to participate in establishing the PPP Central Unit.

Eng. Hannoura was appointed by the Minister of Finance to be the Director of the PPP Central Unit. Work included but not limited to being the Director of the Central Department for PPP Projects, Tendering Affairs & Contract Management. Eng. Hannoura was also responsible for implementing PPP initiative on a national basis and drafting the PPP legal frame work in Egypt since May 2011.

Hannoura strongly managed feasibility studies, preparation and tendering of several PPP projects in Utilities, transportation, health, education, ports, and communication sectors in addition to creating additional PPP pipeline projects.

Eng. Hannoura worked as a Deputy General Manager, Business Development Director, and Vice President for different Regional and Local Organizations with a strong customer’s needs & a continuous stakeholder engagement. Such variance provided high exposures in senior and broadly based wider commercial aspects such as legal, logistics, sales and distribution experience in wide business aspects in the Egyptian and Middle Eastern markets.

Hannoura is also Chairman & CEO at Egyptian Countryside development Company responsible for the reclamation of 1.5 million feddans initiative.

Mohammed Mehany

“Mohammed Mehany leads IFC’s PPP Transaction Advisory team in Cairo. The team works with public sector clients to prepare and take-to-market bankable transactions that maximize value for money. Prior to joining IFC in 2019, Mohammed’s career included working at leading institutions including the World Bank and Deloitte in the infrastructure advisory practice in Toronto.
